Windows 200 security set up

I have a peer to peer network with 5 computers using
windows 2000 server. I have everyone in the network
using a program that they need access to information and
also editing this info. I would like to know how to let
them use this program but not allow anyone to copy or
download the data base from the server, which has happened
in the past.
