PPTP Connection for Power Users

I created a new PPTP connection under Win2K Pro as the Administrator and
made the connection available to all users. The connection tests fine when
running under the security context of the Administrator or anyone who is a
member of the local Administrators group.

However, when logged in as someone who is a member of the Power Users group,
the PPTP connection (as seen in the properties of My Network Places)
displays a status of "unavailable - device missing".

If I make the user a member of the Administrators group -- no problem. If
the user is not a member of the Administrator group, e.g., just a member of
the Power Users group, then the device cannot be found.

I believe that it is a permissions issue, either in the registry (most
likely) or in one or more system files.

As as FYI: This workstation was locked down using the Security
Configuration and Analysis snap-in, using the various workstation templates
supplied with Win2K Pro. I'm guessing that something got locked down that
shouldn't have.

P.S. All other hardwired networking (i.e., the LAN/WAN connection) seems to
be working perfectly fine, and Novell's Border Manager VPN client is also
working fine.
