Can you be more specific? What exactly are you trying to
accomplish/administer?
Since the IDs are local to the laptop, there is probably not much you need
to "administer". If the user is locked out of a non-administrator account
and they're not on the network, then they'll need to login as the local
Administrator to unlock their account or figure out some way to connect to
the network so that you can do the unlocking for them.
If the laptop is actually connected to the network, then you can use the
Computer Management snap-in to administer almost everything you need.
I kinda blathered some, but w/o knowing exactly what you're trying to
accomplish, it's kinda hard to get specific in my answers.
