Group Policy. Are your users' machines on an Active Directory domain? If
so, open up a Group Policy snap-in, and the configurations you are asking
about are under the "User Configuration" container.

Password Protected Screen Saver
User Configuration -> Administrative Templates -> Control Panel -> Display

Hide various configuration applets in the Control Panel

User Configuration -> Administrative Templates -> Control Panel

If they are not on an AD domain, you can do the same things locally on their
machine.
