how to protect win2k desktop items

Hello,

I would like to prevent users from disabling certain options on their
laptops.
example, I want to make a screensaver mandatory with a timeout period of 20
minutes.

How can I prevent the users of this computer from changing or disabling this
option.

I used poledit on NT, but it seems that 2000 does not have it.
