This is actually a bug within Messenger 4.6. To make Messenger work for the other users,
just
download this .reg file:
http://messenger.jonathankay.com/downloads/limiteduserfix.reg
Log into each user account, then run the file, confirm to add the information into your
registry, then log off the account and log back in again.
