MSN Messenger doesn't work on Windows 2000 Server for non-Administrators

MSN Messenger isn't working on my Windows 2000 server machine for
non-Administrators.
It does work for me when I'm logged on as an administrator.
The users it isn't working for are listed as "Users" and "Power Users"
I am not using Active Directory.
There is no error message, it simply doesn't run.
I can run MSN Messenger from any account if I right-click and run it as an
administrator.
MSN Messenger Version 4.6.0082
Windows 2000 (5.00.2195) SP2
I am guessing it is a security issue, but I don't know where to look. Does
anyone know what I should do?
