I have resolved my client's problem. Here is just an update.
After I looked into my client's system that's holding roaming
profiles, I found out that they have re-built the profiles
directories. During the re-building process, security permissions for
the directories were not set correctly. The Domain Administrator and
Domain Administrators must have the security permission for the
PROFILES and its subdirectories, and the local administrator must be
the owner of the directories, otherwise the users profile changes
cannot be updated to the server.
