Simple GPO question

Hello,

        Running MMC with the group policy add-in how can I set up
restrictions for some users while not the administrators. IE I have a user
called inspector in the users group and an user call admin in the admin
group. Under the control panel I enabled the "disable control panel" option
but both the admin and the inspector are locked out of the control panel.
How can I just get the inspector and not the admin to be locked out?
