Forced password change

I am running a Win2k domain with Win95, Win98, NT4, and Windows 2000
clients. Due to a change in password policy, I need to force all users to
change their passwords at this point in time. We have no password policies
setup currently. My questions are:

1) How would I force everyone to change their password?

2) If I set the "Maximum Password Age" at this time to something like 30
days, will that force all users who have a password age greater than 30 days
at this time to change their password, or will it force them 30 days from
now?

3) I believe the Win98, NT4, and 2k clients are fine with a forced password
change, but how do I deal with the Win95 clients? I believe if you force a
network password change with them, it won't necessarily change their local
"Windows Logon" password and then the users will be all confused why it's
prompting them twice for two different passwords.
