Reboot W2k Server Remotely

Is there any way to reboot a W2K server remotely assuming one has
administrative rights? Alternately, I want to be able to restart terminal
services, from a remote computer (I already tried connecting through
Computer Management, and Terminal Services is locked up - will not let me
stop, start or restart at all).
