Should automatically be set to never expire

No

Are the users using domain accounts or is it a workgroup environment? if
domain accounts then just set hte password properties on the server, if a
workgroup you need to set it on all workstations.

if you set accounts up so their password expires, it will count down the
number of days left untill hte account password expires then when they next
log on it will prompt them to change the password
