Assuming you are running a Win2k domain:
Create a GPO and apply it to the OU with the users in question. Import the
Compatws.inf security template into this GPO. This template was designed to
help out issues you are seeing with applications not designed for Win2k.
This solution will give away less power than making users Power Users of
their respective machines.
