Interesting, I can't say that I've ever seen that specific error message,
but it sounds as i your account has been locked for one reason or another.
If your computer is on a domain, contact the administrator to unlock it. If
it's an account local to the PC, then you can log in under the
"Administrator" account to reset it. The most common reason for an account
to be locked is if an invalid password has been attempted too many times.
