slow boots with hang at "applying security policy"

I followed the suggested resolution there(pay attention to step #5) and it
resolved my problem with a hank at the "applying security policy" screen.

Step #5 doesn't mention it but when you do find a the problem user name
listed in Local Security Policy, under the effective settings column, you
need
to delete it.
