Need more Privilege !

I created a domain controler with Windows 2000 Server
for the developer team in our company ,and i gave them all
the privileges of "Domain user" , the developers need an
additional privileges to be able to register the DLLs and
the COM+ components ,,etc .,, so what's is the solution !!
