Delegating OUs authority is limited?

Hello -
Just learning this stuff... I delegated an OU called "New York Admins" full
authority to all objects within the New York OU, but when the members of
that group log on to member servers within that OU, they do not have the
ability to shut them down... can someone explained? I figured if I delegated
full permissions to an OU, that user or group would really have full
control, no??
