Another simple option you can do is set each PC up to use
a proxy server with an IP of 127.0.0.1 and make sure you
select "bypass proxy server for local addresses". When the
user tries to access the internet, the PC will "talk" to
itself and won't be able to get out to the net, but they
will be able to access your intranet.
