Well it convoluted way would be to restrict the access of that user to
"user" or guest" and then remove the dialup connections from that users
profile.

There may be a better way but that one will work, also look though the Local
policies and restrict them from doing anything else you rather them not do
(in the case of a child using your PC).

Any ideas?  I looked for a local policy, permissions on
the hardware, etc. already.  Remote access
permissions only pertain to incoming.  Any help is
appreciated.
