permissions on root files

microsoft has a white paper on their site explaining why they don't set
permissions on the root (because of the inheritance model). So it's up to
us to set permissions on those individual files like boot.ini, ntdetect.com,
ntldr, etc.

why don't they work, though? I set mine as follows:
Everyone: RX
Administrators: Full Control
SYSTEM: Full Control
Owner: Administrators

but anyone with a plain old "User" acct. can still delete them! If I log on
as a normal user & click the 'security' tab on one of those file's
properties, I get the pop-up that warns, "You only have permissions to view
the current security information on NTDTECT.COM" or whatever file. But then
i can turn around & delete it no problem.

why don't the permissions seem to work on individual files in the root even
after applied?? i'm stumped. Is it related to parent-delete-child? That
just doesn't make sense to me since it would seem that would mean i could
delete any directory...
