Account lockout

Hello
  I am having problem with local user on my web server.
There is one local user that is commonly used and is getting locked out
frequently now.

Scenario:
Windows 2000 Machine, standalone server in a domain.
One user is getting locked out frequently. (started recently)
In local security policy, there is no settings for account lockout active,
so the local security policy is not doing this.

Any ideas?
