Restrict the user with NTFS permissions. Open the folder's Security tab and
check out the Advanced options. You might be interested in the "Create
Folders/Append Data" permission. Make sure you also select "This folder
only" in the "Apply onto" dropdown, otherwise the user won't be able to
append to files.
