Remote admin of server shares?

Is there a way to allow a user/group to use the shares
tool under the shared folders section of the Computer
Management console besides making them a member of the
Administrators group on the server? I'd like support
personnel to be able to manage user shares without having
carte blanche on the server.

Ideas?
