The only thing I found on the Event ID 1450 is this, but it deals with a
backup issue:

But I'm not convinced of this being an issue of too big of an item that the
back API can't handle, which seems kind of odd and makes me lean towards it
being a permission issue?.

As for not being able to add a DC or a child domain, *usually* that points
to a DNS issue. But since you are getting both these issues at once and they
both point to the Config container and involve Exchange 2000, I need to ask
a couple questions because I'm still leaning on permissions. I am totally
assuming now that your DNS infrastructure is ok and things are registering
and you can ping by FQDN and do a clean nslookup. Maybe you can run a DCDIAG
and post it?

As for the questions:
1). Did you posssibly change permissions on any object within the Exchange
System manager (no matter how insignificant it may seem)? For instance,
maybe trying to hide part of the GAL, or deny a Read on an object?
3) Did you make any changes (no matter how insignificant it may seem) with
permissions within AD?
4) Did you make any changes on the HTTP object either within Exchange or
thru IIS?
5 Did you make any changes as for permissions within ADSIEdit?
6 Do you have a backup of the system state and/or the IIS metabase?
7) Is this a production machine?

But then again, I can be totally off base here or right on the money...
