Applying security policy

Hi,
My laptop running win2000 stalls during startup, displaying "Applying
security policy". After a couple of minutes (sometimes many many
minutes) it continues with startup. I never change anything in the
security policy, that I know. Why does it take up to 5 minutes every
day to apply something that never changes? How can I skip this?
Win2000 startup takes a lot of time even without this specific
nuisance.
