Administrators and system policies

I have a windows 2000 professional system attached to NT
4.0 with system policies. The administrator is exempt on
the local machine from system policies but not the
administrator of the domain. The administrators of the
domains have been added as administrators on the local
machine but the policy is in place as a user. Why?
