Permissions to created a network printer

You can create a network printers by by opening a
server's priters share from a Windows 2000 computer. By
using the run command, then typing the server name you can
access all the printers attached to the server.

The "add printer" icon appears only if you have the
appropriate permissions. I know that if you are a power
user or admin you can see it. Check the file attached.

Now my goal is to give access to a group without putting
them in power users or administrators groups.

I want to know what the need access to in order to see
the "add printers" icon.
