I searched the MS pages, but they didn't cover the error 5 Access denied.

In the end found a solution on www.jsiinc.com tip 3567.

On default domain policy I carried out what is suggested there with regards
to editing the policy, and I then made sure on all the other policies that
the system services section was undefined and the policies seemed to
replicate ok.
