If you have the scheduler service running as SYSTEM (this is the default)
you could start an interactive explorer as SYSTEM and fix your PC from
there.
Here's a quick hack to do this:
1. Start a command prompt. You will need it in a sec.
2. Open the Shutdown dialog box from Start/Shutdown and holding down the
CTRL+ALT+SHIFT click Cancel. This will close the current explorer (taskbar
will dissapear) but leave your Command Prompt window open
3. In the command prompt you opened at step 1 type "at 19:30 /interactive
explorer.exe". The time is supposed to be the nearest you can get in the
future. Use "time /t" to see the current time, my time was 19:29 when I
wrote these for you..
4. Wait until the scheduled task kicks in, you should see the task bar
reappear, you are now running as SYSTEM.
5. Simply go to whatever tools you are used to to fix your permissions.
6. Repeat the trick from step 2 to close the explorer again and type
"explorer.exe" in the command prompt. Alternatively you can logoff and just
logon again.
