certificate web enrollment and templates

Does anyone have an answer for this? When using certificate serivces web
enrollmet I cannot see the computer template as a user or administrator. I
can successfully obtain a computer cert through the certificate mmc locally
on a domain computer. How do I do this for remote users from home that are
not part of the domain and have to use web enrollment to get a cert for vpn
use. I have checked permissions on the template objects in AD and they are
all good.
