Firewall security for modem

I have to setup a Windows2000 server which will have a modem setup to dial
out and access the internet. What kind of firewall setup can I do in order
to protect the server? I know I have to change a lot of settings on the
server itself to lock it down as tight as possible. I will have 2 users who
will be using their computers and then go through the server and out the
modem to access the internet. Thanks in advance.
