Security issues with upgrade to W2K

I just recently upgrade an application server running an
Informix DB from Back Office Small Business Server to W2K
Server. I am not using this as a Domain Server. I am
having trouble configuring the security on it. I am
trying to expire the users' passwords. Everytime I go
into the security template and try to get them to expire,
in say, 5 days, all it does is disable the user. It will
not notify them to change their password. Am I not
changing the right security templates? Why are there 14
different places to set-up security within the security
template?

Also, I cannot find where to change individual users'
hours. This was all so simple in Back Office, I just
loaded the server tools. Thanks for your time.
