Sue,

You could try applying the compatws template through the Security
Configuration and Analysis MMC. It's partially billed as an alternative to
making people Power Users.

You can also attempt to find out what files/folders on the hard drive and
registry keys that Dragon needs and grant the user rights to those, but I'm
not sure you're going to be successful. I believe you're likely to have to
make your people Power Users.
