Application requires administrator permissions to run

I am setting up a stand alone Win2000 Pro system and want
give the person using the system restricted user rights so
that they cannot install/uninstall and otherwise screw up
the system. I will retain administrator priveleges and do
any system changes/updates, etc. required.

One of the application I wish the user to have access to
is a voice recognition program (Dragon Naturally Speaking)
and it requires Administrator rights to set up a user and
Power User rights to run the program. Since Power Users
have the right to install/uninstall and otherwise make
system changes, this is not acceptable.

Is there any way to give a restricted user the right to
run one particular application, without giving blanket
system changing rights to that user.
