Need info on how to send a security bug-report to Microsoft

I've slogged through the MS Security website, and the Knowledgebase ...
and every other place I could think of, and can't find an address [email
or otherwise] where I can send a detailled report of a bug that I've
found.

Can an MS person please provide this information ?
