Group policy creation

Hello,
     Through our SW installation, I need to create a new GPO and link it to
an OU.
I couldn't get a clear description about IGroupPolicyObject.
Is there a way to do this programatically and import MS security templates
and administrative templates into this GPO through VisualC++?
