If your file system is FAT, use Windows 98 startup disk to boot your
computer, and delete/rename C:\winnt\system32\config\sam

If your file system is NTFS, install another Windows 2000 to the same
partition (different folder, of course) or hook your hard disk to a Windows
2000 machine. Then delete the same file.
