"run only allowed" and "open office document"

I wonder if anyone can explain to me why after setting up a
group policy for "run only allowed windows applications" MS
Office's "Open Office Document" will let you run ANY
program that you select even thought using Explorer will
NOT let you run a program that is not in the "run only
allowed windows applications" list? It seems amazing to me
that MS Office can so easily circumvent workstation
security settings.
