Folder Encrypted (HELP!)

Before I had Windows 2000 and Windows XP installed and encrypted a folder
that had files I needed to
encrypt.
Well, I had to FDisk all drives except the drive the files that are encryped
on, and I reinstalled Windows
2000 and XP.
Now, I cannot view those files, copy, move, reset permissions, etc.
How do I un-encrypt then so I can access them? I've tried resetting the
Owner of the files, etc, but nothing
seems to work.
Help!! I need these files....
