Altering Group Permisions?

Hello,

I want to create a local group and give a user of a domain
access to add/remove people from that group only. I don't
want this user in the Admin group of the box or on the
network unless I can restrict him from everything but
adding and removing people to the local group. Would
someone please lead me in the right direction?
