Account Locked Out

I have one user account on one machine that triggers an
account lockout each time the desktop computer is
restarted. If the user locks his screen and comes back the
next day, this works fine. Other accounts on his machine
work after a restart. I've created a new account (same
name) for him, same problem. If he logs off, he can log
back on sucessfully. Problem only happens if he restarts
his machine. When he does, if I check User Manager even
before he tries to login again, it is already locked out.
So it seems the restart is triggering some kind of lock
up. Help?
