Help!FTP/TELNET/terminal services etc, security

Hi,
   I'm running a Windows 2000 advanced server (router)
with private /public internet connections with a
intranet. I wan't all communications (except http) such
as FTP, terminal services, to be encrypted. How do I go
about doing that? I'm also running VPN Server on it.
For sometime I was thinking that I could connect to my
server by first using VPN and then using the terminal
service client on the vpn client to connect to the
intranet vpn ip to terminal service to it. But that
doesn't work. I'm not sure why. Any help will be
great.
