Help please - can't "save this file to disk" error under IE

I was trying to search medical citations from a web page (such as bmj.com
using IE5.5 on windows 2000), then selecting one of the provided formats
such as Reference Manager and trying to directly export it. When choosing
the Reference Manager link, for instance, a File
Download windows appears. Clicking at "Save this file to disk", if it's OK,
you'd receive a Save As windows to save it to a file. However, the problem
is:

You couldn't see a "Save As" windows as expected but only a "Choose
Destination" blank box
appeared on the screen.

The possible problem would be having a strong security and low authority
level (as users have Normal User permission only).

I'm looking for a key under the registry (and particularly IE) that would
fix the above problem.
Hope that you'd have some idea and can help me to solve this problem.
