Windows 2000 Server Start Up Password

I need help with the "Windows 2000 Server Start Up
Password" feature (which by the way also exists in WinNT).

This is a password, which is required under boot, BEFORE
netlogon pops up

I can't find anywhere how to change the settings for this
startup password (turn it off, on, change password and so
forth).

Can anyone out there help me?
