Need help! Win2000 and the HP D145 Printer Scanner Fax Copier

HP D145 installed on local machine via Administrator and
all functions tested successfully.
When User log in all functions work except the Fax...
Message reads - Communication error
Log back in as Administrator and it works.

Tried giving User full control permissions to Printer and
Fax, driver directory etc. but without success.

Spoke to HP who told me to increase the persmissions but
could not tell me what!!!

Any help would be most appreciated..
