I haven't tried this, but since IP configuration information is kept in the
registry, you could try adjusting the permissions within the registry
itself. The GUI may or may not acknowledge this change, but even if you
couldn't do it through the GUI, you could give your users REG files to do it
or something. I'm sure a 3rd party tool would be a much cleaner solution,
however.
