I have run into this before. Certain FTP servers will not allow you to
admin them without having administrative privs to the machine. Here is a
way to find out what is going on. Go to a site called www.sysinternals.com,
and download utilities called Filemon, and Regmon, and run these utilities
when the user tries to run the offending program. Basically these programs
watch everything going on with the system, and give you a visual list of
each process taking place. If there is a problem with permissions, you will
see an "Access Denied" or the like in the output from these programs. Then
it is a matter of setting permissions. Hope that helps!
