I could be wrong, but I'm not sure that's true. The default administrative
shares such as \\computername\c$ and \\computername\admin$ are only
available to the administrators, however I believe any new shares you create
with the $ dollar sign at the end have the same permissions as any other
share, which by default is full access to Everyone, until you tighten the
security or unless the NTFS file permissions are more restrictive. The
dollar sign itself I believe just hides the netbios name from being
broadcast in lists such as Windows explorer, so that you have to know the
name of the hidden share to access it.
