Folder and file permissions

Hi,

As an administrator of a domain of multi windows 2000
server i am trying to change the permissions on some
folders and files and i am getting access denied ! How
can i overcome this problem on one of the domain
servers ? Shouldn't be able to change the access on all
the files and folders with the administrator id ?
