Registry Security to HKEY_LOCAL_MACHINE\Software

We've recently ran into a show stopping situation where our Vendor's
applications and our own in-house applications require writing to the
HKEY_LOCAL_MACHINE\Software tree. The dilemma we have is that as a bank we
need to have these workstation locked down and definitely can not give
Administrator rights to every user on every workstation. So my question is
what is the practicality of changing the security settings on the
HKEY_LOCAL_MACHINE\Software tree? Would this be an acceptable solution?
